This is a programming fee for upgrading a non-encrypted HD2 radio so that it can be integrated into a network of other AES256-encrypted units.

Please note that this fee is per radio and is incurred each time a radio is programmed. In the future, if you would like your radio reprogrammed to work with a different group, there will be an additional charge.
